I am changing this message as today I got a call from Belgacom and it seems they woke up and decided to help unsatisfied customer.

It takes a while to get a technician to the ROP on the street where your phone cable needs to be put on a vdsl port from the adsl port it is on now, this takes about 14 days.

No point in getting angry about it that is just the way things work at belgacom, telenet has similar waiting periods.
You have a working internet connection and in a couple of days it will probably be working at 25mbit if you haven't made them change your order.
