What port are you trying to forward? Certain ports (80, 443, 23) require you to enable an option in Belgacom eServices.

Can you please give some more details, and explain what you are trying to do exactly?
We can only give some support if we understand your problem

I think that op's question is if SNOW (Base) applies carrier-grade NAT because he/she sees a different IP on the router and in a test like here:
http://ip.userbase.be . Because of this setting up a dyndsn-service fails.

I doubt SNOW (KPN) applies CGNAT for the residential connections. I'm a SNOW-user and currently have a 145.129.86.x address.
I don't know if all ports are open for a SNOW-connection, but I don't think so.

#1. mijn probleem is
ik kan geen toegang tot mijn localhost
#2. dit is mijn ip adres eg. 145.129.116.XXX
http://whatismyipaddress.com/

IETF created RFC 6598, detailing Shared Address Space for use in ISP CGN deployments and NAT devices that can handle the same addresses occurring both on inbound and outbound interfaces. ARIN returned space to the IANA as needed for this allocation. The allocated address block is 100.64.0.0/10.
100.125.193.26 is part of the mentioned range, so it seems Snow does apply CGN.

I noticed the same problem yesterday. My modem has a 100.125.x.y address, the public ip is 145.129.a.b.
I am sure I still had a public ip a few days ago, because I accessed my home PC from outside the home network. Since the OP already reported this a month ago, it seems SNOW is rolling this out gradually or they are using a mix of public and CGN ips.
