I noticed the same problem yesterday. My modem has a 100.125.x.y address, the public ip is 145.129.a.b.
I am sure I still had a public ip a few days ago, because I accessed my home PC from outside the home network. Since the OP already reported this a month ago, it seems SNOW is rolling this out ...
