If you understand any French, then you could look around a bit on the dedicated SurfADSL forum on the French speaking counterpart of Userbase, viz. ADSL-BC . SurfADSL proportionally has a lot more customers in francophone Belgium, so ADSL-BC would not be a bad place to start.
